DECREE ON THE MANAGEMENT OF
FOREIGN ASSISTANCE GRANTS AND LOANS
Prime Minister Decree No. 69/PM
Article 1THE PRIME MINISTER DECREES:
All capital sources acquired by state budget using organizations in the form of loans or assistance grants, including technical, humanitarian, emergency assistance, presents, bonuses... to projects in materials, currency, monetary merchandise or totally merchandise must be centrally included as revenue to the state budget and comply to the management regulations and in conformity with the assistance or loan targets.
Article 2
The central, local and grassroots sectors have the right to contact and acquire international assistance and loans in conformity with their roles, but, however, remain based on the strategic plans for national socio-economic development and the Government's approval.
Article 3
The Ministry of Economy Planning and Finance is entrusted to establish provisions, regulations, recommendations and elaborate measures for this Decree's implementation, simultaneously to the systematic, unified and highly efficient monitoring and control of the management and use of such funds.
Article 4
This decree is effective from the day its is signed. Paragraphs of formerly promulgated decrees, instructions, resolutions, provisions and regulations contrary to this Decree must be replaced by these binding provisions.
